As an answer to Lord Birkenhead’s challenge, an All Parties Conference met in 1928 and appointed a subcommittee under the chairmanship of Motilal Nehru to draft a Constitution. The Report which was finalised by this Committee in 1928 was called Nehru report. This was the first major attempt by the Indians to draft a constitutional framework for the country. So, statement a is correct.

The Committee included Tej Bahadur Sapru, Subhash Chandra Bose, M.S. Aney, Mangal Singh, Ali Imam, Shuaib Qureshi and G.R. Pradhan as its members. So, statement b is correct.

The recommendations of the Nehru Committee were unanimous except in one respect. While the majority favoured the “dominion status” as the basis of the Constitution, a section of it wanted “complete independence” as the basis. It finally recommended for the dominion status on lines of self-governing dominions as the form of government. Under the dominion status, the colonies were given the right to form autonomous governments, declaring its allegiance to the Crown (the sovereign.) Thus, it provided autonomy in governance but not sovereignty. So, statement c is not correct.

One of the main recommendations of the Nehru Report was the reorganisation of Provinces on linguistic basis. So, statement d is correct.
